Arizona House non-prayer sparks Christian re-do

PHOENIX (AP) ? An atheist lawmaker's decision to give the daily prayer at the Arizona House of Representatives triggered a do-over from a Christian lawmaker who said the previous day's prayer didn't pass muster.

Republican Rep. Steve Smith on Wednesday said the prayer offered by Democratic Rep. Juan Mendez of Tempe at the beginning of the previous day's floor session wasn't a prayer at all. So he asked other members to join him in a second daily prayer in "repentance," and about half the 60-member body did so. Both the Arizona House and Senate begin their sessions with a prayer and a recitation of the Pledge of Allegiance.

"When there's a time set aside to pray and to pledge, if you are a non-believer, don't ask for time to pray," said Smith, of Maricopa. "If you don't love this nation and want to pledge to it, don't say I want to lead this body in the pledge, and stand up there and say, 'you know what, instead of pledging, I love England' and (sit) down.

"That's not a pledge, and that wasn't a prayer, it's that simple," Smith said.

Mendez said he was just looking for a way to convey his own feelings like other members do when they take the rotation giving the daily prayer.

"I wanted to find a way to where I could convey some message and take advantage of the opportunity that people have when they offer these prayers," he said. "If my lack of religion doesn't give me the same opportunity to engage in this platform then I feel kind of disenfranchised. So I did want to stand up and offer some kind of thing that represented my view on what's going on."

Wednesday's dust-up over religion comes just days after the U.S. Supreme Court agreed to decide whether an upstate New York town is violating constitutional prohibitions on government sanction of religion by offering prayers to open public meetings. The justices will review an appeals court ruling that held that the upstate New York town of Greece, a Rochester suburb, violated the Constitution by opening nearly every meeting over an 11-year span with prayers that stressed Christianity.

Arizona House Speaker Andy Tobin and Senate President Andy Biggs filed a legal brief agreeing with the town's position.

On Wednesday, Tobin said he had no problem with Mendez's prayer.

"From my perspective I didn't see an issue with Mr. Mendez yesterday," said Tobin, R-Paulden. "I can appreciate what Mr. Smith was saying, but I think all members are responsible for their own prayerful lives and I think the demonstration that we take moments for prayer we all do collectively and in our own hearts."

Rep. Jamescita Peshlakai, who represents a northern Arizona district on the Navajo reservation, did take offense. She said Smith's criticism of another member's faith, or lack of it, was wrong.

"I want to remind the House and my colleagues and everybody here that several of us here are not Christianized. I'm a traditional Navajo, so I stand here every day and participate in prayers," even without personally embracing them, said Peshlakai, D-Cameron. "This is the United States, this is America, and we all represent different people ... and you need to respect that. Your God is no more powerful than my God. We all come from the same creator."

Mendez gave the invocation Tuesday while members of the Secular Coalition for Arizona were in the visitors' gallery. He began his remarks by asking fellow lawmakers not to bow their heads but to instead look around at the other men and women in the room, "sharing together this extraordinary experience of being alive and of dedicating ourselves to working toward improving the lives of the people of our state."

(AP) ? All eyes will be on Kentucky Derby winner Orb in the Preakness Stakes on Saturday. The 3-year-old colt will take on eight challengers in the second leg of the Triple Crown. If he wins, Orb will attempt to become the first Triple Crown champion since Affirmed in 1978 at the Belmont Stakes on June 8. In the Preakness, Orb will be facing five horses he defeated in the Derby and three who did not run in the race.

Here's a guide to watching the race:

? INSIDE START. Orb will start from the inside, No. 1 gate. If this was the Kentucky Derby that could be a major problem because there would be more of a chance of getting squeezed back in the pack. The Derby field was 19; the Preakness is nine, with a longer run to the first turn than at Churchill Downs. However, since 1961 only one horse ? Tabasco Cat in 1994 ? has won from the No. 1 post.

? FIRST TURN. By the first turn, we'll know whether Orb, under jockey Joel Rosario, has established clear-running position. The question is how far back he'll settle. In the Derby, with its much larger field, Orb dropped 18 lengths off the pace. Look for him to be much closer as Govenor Charlie, Goldencents, Itsmyluckyday and Titletown Five vie for the early lead.

? BACKSTRETCH: Around the turn and into the backstretch, Orb should find a comfortable groove as the field sorts into clusters: speed horses, midpack runners and closers. If the early pace is fast, Orb could be farther back; if it's slow, he could be in the middle.

? FINAL TURN: Heading into the final turn is when Orb should be making his move. In the Derby, Rosario waited patiently to make the call and when he did, Orb went from 16th to the lead in the final half-mile and won by 2? lengths.

? HEADED FOR HOME: The stretch run is anyone's guess, but if all goes according to form, Orb should be in the mix to win no matter what the pace. Among proven closers in the field are Mylute, Departing and Will Take Charge. If the sloppy track was the reason both Goldencents and Itsmyluckday ran so poorly, then either or both could rebound with a big race and prove hard to catch in the lane.

Firefox 22 beta enables WebRTC by default, HiDPI displays on Windows

Though Mozilla has long been a proponent of WebRTC for plugin-free video and voice chat, it hasn't been ready to enable the full protocol in Firefox as a matter of course. It's more confident as of this week: the newly available Firefox 22 beta turns on complete WebRTC use by default, allowing for both live web conversations and peer-to-peer file swaps. There's more to the release as well, depending on the platform. Windows users receive support for HiDPI displays, like that of the Kirabook; every desktop user also gets gaming-friendly OdinMonkey JavaScript tuning, a web notification API and a font inspector. Android users won't have WebRTC and other upgrades for now, but everyone can experiment with the latest Firefox beta at the source links.

Obama says U.S. diplomatic, military options remain open in Syria crisis

WASHINGTON (Reuters) - President Barack Obama said on Thursday he reserves the right to resort to a range of diplomatic and military options if he gets conclusive proof that the government of Syrian President Bashar al-Assad had used chemical weapons in the country's civil war.

Obama, at a joint news conference with Turkish Prime Minister Tayyip Erdogan, said there was evidence of chemical weapons use in Syria but that it is important to get "more specific information" to confirm this before deciding how to respond.

Erdogan had been expected to push Obama, at least in private, for more assertive action on Syria during a visit to Washington this week, days after car bombs tore through a Turkish border town in the deadliest spillover of violence yet.

But the two leaders showed no sign of friction in their appearance in the White House Rose Garden and sought to project a united front on Syria.

Obama - who has been reluctant to arm Syrian rebels or become enmeshed militarily in the two-year-old conflict - expressed hope that the United States and Russia would succeed in arranging a peace conference that would produce results.

But Obama, who had insisted chemical weapons use would be a "game changer," made clear, however, that Washington was keeping all options on the table, though he did not provide specifics.

"There are a whole range of options that the United States is already engaged in," he told reporters. "And I preserve the options of taking additional steps, both diplomatic and military, because those chemical weapons inside of Syria also threaten our security over the long term as well as our allies and friends and neighbors."

Erdogan said Turkey was in "full consensus" with the United States on the need to end the bloodshed in Syria and for a political transition to a government without Assad.

In the future, if you want to improve your ability to manipulate numbers in your head, you might just plug yourself in. So say researchers who report in the Cell Press journal Current Biology on May 16 on studies of a harmless form of brain stimulation applied to an area known to be important for math ability.

"With just five days of cognitive training and noninvasive, painless brain stimulation, we were able to bring about long-lasting improvements in cognitive and brain functions," says Roi Cohen Kadosh of the University of Oxford.

Incredibly, the improvements held for a period of six months after training. No one knows exactly how this relatively new method of stimulation, called transcranial random noise stimulation (TRNS), works. But the researchers say the evidence suggests that it allows the brain to work more efficiently by making neurons fire more synchronously.

Cohen Kadosh and his colleagues had shown previously that another form of brain stimulation could make people better at learning and processing new numbers (see http://www.eurekalert.org/pub_releases/2010-11/cp-ebs102710.php). But, he says, TRNS is even less perceptible to those receiving it. TRNS also has the potential to help even more people. That's because it has been shown to improve mental arithmeticthe ability to add, subtract, or multiply a string of numbers in your head, for examplenot just new number learning. Mental arithmetic is a more complex and challenging task, which more than 20 percent of people struggle with.

Ultimately, Cohen Kadosh says, with better integration of neuroscience and education, this line of study could really help humans reach our cognitive potential in math and beyond. It might also be of particular help to those suffering with neurodegenerative illness, stroke, or learning difficulties.

"Maths is a highly complex cognitive faculty that is based on a myriad of different abilities," Cohen Kadosh says. "If we can enhance mathematics, therefore, there is a good chance that we will be able to enhance simpler cognitive functions."

NEW YORK (AP) -- British Prime Minister David Cameron and Prince Harry visited a design studio in New York City on Tuesday as part of a campaign to promote their country as a tourist destination and U.S. business partner.

The two arrived at Milk Studios on a red double-decker bus. With a view of the Hudson River from a ninth-floor penthouse, the prince and prime minister participated in a demonstration of 3-D computerized printing technology, including of two dolls that resembled the men.

Prince Harry looked amused holding a likeness of himself in his British army regiment uniform, commenting on the detail of the beret and proclaiming the technology to be "cool."

Cameron spoke to about 100 guests including British and American entrepreneurs.

"I'm here to celebrate the special relationship between our two countries," he said. "It really struck me on this visit, first in Washington, with President Obama, talking about how our troops work together all over the world including Afghanistan, then in Boston, reflecting on the fact that both our countries have been victims of two appalling terrorist attacks, and now here in Manhattan, celebrating the immense technological collaboration between our two countries."

Cameron said monthly trade between the two countries amounts to $17 billion. "And that's what we're really here to talk about," he said. "We are in a global economic race. We see this huge rise of powers in the south and east of our world, in the Indonesias, Malaysias, Chinas, Indias."

He said countries like Great Britain and the United States "have to think how we best respond in that global race."

Cameron spent the afternoon at the United Nations closeted with about 25 members of a high-ranking international panel appointed by Secretary-General Ban Ki-moon to recommend the best ways to combat global poverty after the U.N. Millennium Development Goals expire in 2015.

World leaders agreed at a U.N. summit in 2000 on a series of anti-poverty goals to be met by 2015, including cutting extreme poverty by half, ensuring that all children have an elementary school education, halting the HIV/AIDS pandemic, increasing the number of people with access to clean water and sanitation, and reducing maternal and child mortality.

Cameron, who co-chairs the panel, told The Associated Press during a coffee break that the discussions were "very good" ? a view echoed by Liberia's President Ellen Johnson Sirleaf, a fellow co-chair. The meeting will continue Wednesday and the panel is expected to present its report to the secretary-general on May 30.

Britain's U.N. Ambassador Mark Lyall Grant said the fight against global poverty is "the most important" job of the United Nations and the report's recommendations on possible new goals will "kick start" global efforts to reach agreement on a set of goals to be met by 2030.

Bill Hader has announced he's leaving "SNL."

Another beloved cast member of "Saturday Night Live" is leaving the comedy sketch show. Bill Hader told The New York Times that he's leaving the program after the season finale this Saturday.

"It was a hard decision, but it has to happen at some point,? Hader said to the newspaper. ?It got to a point where I said, ?Maybe it?s just time to go.' "

NBC declined to comment.

Since joining the show in 2005, Hader has brought to life numerous characters on "SNL." Among his most popular are Stefon, an over-the-top, gay New York correspondent on "Weekend Update"; talk-show host Vinny Vedecci; and Dwayne Vogelcheck of the nearly incestuous "kissing family," just to name a few. And of course, there are his various celebrity impersonations, including that of Clint Eastwood, Julian Assange, Alan Alda, Al Pacino, James Carville and more.

Hader's exit isn't the only one to make news lately. On Sunday, NBC announced that head writer and "Weekend Update" host Seth Meyers would be succeeding Jimmy Fallon on "Late Night." That came only a day after Kristen Wiig, who left the show at the end of the last season, returned to host the program. Andy Samberg also left the show after last season.

"Saturday Night Live" airs its season finale Saturday at 11:30 p.m. on NBC. Ben Affleck is hosting, and Kanye West is the musical guest.

Solar panels as inexpensive as paint?

May 13, 2013 ? Most Americans want the U.S. to place more emphasis on developing solar power, recent polls suggest. A major impediment, however, is the cost to manufacture, install and maintain solar panels. Simply put, most people and businesses cannot afford to place them on their rooftops.

Fortunately, that is changing because researchers such as Qiaoqiang Gan, University at Buffalo assistant professor of electrical engineering, are helping develop a new generation of photovoltaic cells that produce more power and cost less to manufacture than what's available today.

One of the more promising efforts, which Gan is working on, involves the use of plasmonic-enhanced organic photovoltaic materials. These devices don't match traditional solar cells in terms of energy production but they are less expensive and -- because they are made (or processed) in liquid form -- can be applied to a greater variety of surfaces.

Gan detailed the progress of plasmonic-enhanced organic photovoltaic materials in the May 7 edition of the journal Advanced Materials. Co-authors include Filbert J. Bartoli, professor of electrical and computer engineering at Lehigh University, and Zakya Kafafi of the National Science Foundation.

Currently, solar power is produced with either thick polycrystalline silicon wafers or thin-film solar cells made up of inorganic materials such as amorphous silicon or cadmium telluride. Both are expensive to manufacture, Gan said.

His research involves thin-film solar cells, too, but unlike what's on the market he is using organic materials such as polymers and small molecules that are carbon-based and less expensive.

"Compared with their inorganic counterparts, organic photovoltaics can be fabricated over large areas on rigid or flexible substrates potentially becoming as inexpensive as paint," Gan said.

The reference to paint does not include a price point but rather the idea that photovoltaic cells could one day be applied to surfaces as easily as paint is to walls, he said.

There are drawbacks to organic photovoltaic cells. They have to be thin due to their relatively poor electronic conductive properties. Because they are thin and, thus, without sufficient material to absorb light, it limits their optical absorption and leads to insufficient power conversion efficiency.

Their power conversion efficiency needs to be 10 percent or more to compete in the market, Gan said.

To achieve that benchmark, Gan and other researchers are incorporating metal nanoparticles and/or patterned plasmonic nanostructures into organic photovoltaic cells. Plasmons are electromagnetic waves and free electrons that can be used to oscillate back and forth across the interface of metals and semiconductors.

Recent material studies suggest they are succeeding, he said. Gan and the paper's co-authors argue that, because of these breakthroughs, there should be a renewed focus on how nanomaterials and plasmonic strategies can create more efficient and affordable thin-film organic solar cells.

Gan is continuing his research by collaborating with several researchers at UB including: Alexander N. Cartwright, professor of electrical engineering and biomedical engineering and UB vice president for research and economic development; Mark T. Swihart, UB professor of chemical and biological engineering and director of the university's Strategic Strength in Integrated Nanostructured Systems; and Hao Zeng, associate professor of physics.

Gan is a member of UB's electrical engineering optics and photonics research group, which includes Cartwright, professors Edward Furlani and Pao-Lo Liu, and Natalia Litchinitser, associate professor.

The group carries out research in nanphotonics, biophotonics, hybrid inorganic/organic materials and devices, nonlinear and fiber optics, metamaterials, nanoplasmonics, optofluidics, microelectromechanical systems (MEMS), biomedical microelectromechanical systems (BioMEMs), biosensing and quantum information processing.

Top IRS official didn't reveal tea party targeting

WASHINGTON (AP) ? Congress was not told tea party groups were being inappropriately targeted by the Internal Revenue Service, even after acting agency Chief Steven Miller had been briefed on the matter.

Miller was first informed on May, 3, 2012, that applications for tax-exempt status by tea party groups were inappropriately singled out for extra scrutiny, the IRS said Monday.

At least twice after the briefing, Miller wrote letters to members of Congress to explain the process of reviewing applications for tax-exempt status without disclosing that tea party groups had been targeted. On July 25, 2012, Miller testified before the House Ways and Means oversight subcommittee, but again did not mention the additional scrutiny ? despite being asked about it.

At the hearing, Rep. Kenny Marchant, R-Texas, told Miller that some politically active tax-exempt groups in his district had complained about being harassed. Marchant did not explicitly ask if tea party groups were being targeted. But he did ask how applications were handled.

Miller responded, "We did group those organizations together to ensure consistency, to ensure quality. We continue to work those cases," according to a transcript on the committee's website.

Earlier, Rep. Charles Boustany, R-La., had raised concerns with the IRS about complaints that tea party groups were being harassed. Boustany specifically mentioned tea party groups in his inquiry.

But in a June 15, 2012, letter to Boustany, Miller said that when the IRS saw an increase in applications from groups that were involved in political activity, the agency "took steps to coordinate the handling of the case to ensure consistency."

He added that agents worked with tax law experts "to develop approaches and materials that could be helpful to the agents working the cases."

Miller did not mention that in 2011, those materials included a list of words to watch for, such as "tea party" and "patriot." He also didn't disclose that in January 2012, the criteria for additional screening was updated to include references to the Constitution or the Bill of Rights.

The House Ways and Means Committee, chaired by GOP Rep. Dave Camp of Michigan, is holding a hearing on the issue Friday and Miller is scheduled to testify.

The Senate Finance Committee announced Monday that it will join a growing list of congressional committees investigating the matter.

The IRS apologized Friday for what it acknowledged was "inappropriate" targeting of conservative political groups during the 2012 election to see whether they were violating their tax-exempt status. In some cases, the IRS acknowledged, agents inappropriately asked for lists of donors.

The agency blamed low-level employees in a Cincinnati office, saying no high-level officials were aware.

When members of Congress repeatedly raised concerns with the IRS about complaints that tea party groups were being harassed last year, a deputy IRS commissioner took the lead in assuring lawmakers that the additional scrutiny was a legitimate part of the screening process.

That deputy commissioner was Miller, who is now the acting head of the agency.

Camp and other members of the Ways and Means Committee sent at least four inquiries to the IRS, starting in June 2011. Utah Sen. Orrin Hatch, the top Republican on the Senate Finance Committee, sent three inquiries. And Rep. Darrell Issa, R-Calif., chairman of the House oversight committee, sent at least one.

None of the responses they received from the IRS acknowledged that conservative groups had ever been targeted, including a response to Hatch dated Sept. 11, 2012 ? four months after Miller had been briefed.

In several letters to members of Congress, Miller went into painstaking detail about how applications for tax-exempt status were screened. But he never mentioned that conservative groups were being targeted, even though people working under him knew as early as June 2011 that tea party groups were being targeted, according to an upcoming report by the agency's inspector general.

The IRS issued a statement Monday saying that Miller had been briefed on May 3, 2012 "that some specific applications were improperly identified by name and sent to the (exempt organizations) centralized processing unit for further review." That was the unit in Cincinnati that handled the tea party applications.

Miller became acting commissioner in November, after Commissioner Douglas Shulman completed his five-year term. Shulman had been appointed by President George W. Bush.

On June 29, 2011, Lois G. Lerner, who heads the IRS division that oversees tax-exempt organizations, learned at a meeting that groups were being targeted, according to a draft of the report by the Treasury inspector general for tax administration.

At the meeting, Lerner was told that groups with "Tea Party," ''Patriot" or "9/12 Project" in their names were being flagged for additional and often burdensome scrutiny, the report says. Lerner instructed agents to change the criteria for flagging groups "immediately."

However, when Lerner responded to inquiries from the House oversight committee, she didn't mention the fact that tea party groups had ever been targeted. Her responses included 45-page letters in May 2012 to Rep. Darrell Issa, R-Calif., who chairs the committee, and Rep. Jim Jordan, R-Ohio, who chairs a subcommittee.

Lerner also met twice with staff from the House Ways and Means oversight subcommittee to discuss the issue, in March and in May 2012, according to a timeline constructed by committee staff. She didn't mention at either meeting that conservative groups had been targeted, according to the timeline.

On Monday, President Barack Obama said he first learned about the issue from news reports on Friday. White House spokesman Jay Carney said the White House counsel's office was alerted the week of April 22 that the inspector general was finishing a report concerning the IRS office in Cincinnati. But, he said, the counsel's office did not get the report and the president did not learn the focus until Friday.

"If, in fact, IRS personnel engaged in the kind of practices that had been reported on and were intentionally targeting conservative groups, then that's outrageous and there's no place for it," Obama said Monday at a press conference.

Defense Department's civilian employees get 11-day furloughs

WASHINGTON (Reuters) - Defense Secretary Chuck Hagel will announce on Tuesday that most of the Defense Department's 800,000 civilian employees will be placed on unpaid leave for 11 days, as the military scrambles to comply with budget cutting targets by the end of September.

Hagel will announce the decision at a town hall meeting with Defense Department employees scheduled for 2:30 p.m. EDT (1630 GMT), U.S. defense officials told Reuters, speaking on condition of anonymity.

The furlough is shorter than the earlier estimates of 14 days issued in March and 22 days in February, but is still going to be deeply unpopular with the Pentagon workforce. Officials have cautioned it could discourage civilians from joining the department, sending them instead to work in the private sector.

"He made this decision after carefully studying all of the options," said one U.S. defense official, adding that Hagel was not happy about the move but that it was necessary to comply with a belt-tightening law.

A second U.S. defense official, also speaking on condition of anonymity, said more than 600,000 employees would go on unpaid leave but could not say precisely how many. They would not start their leave for several weeks, the official added.

Defense spending has taken the single biggest hit from automatic spending cuts, known in Washington-speak as the "sequester," with a $46 billion reduction through the September 30 end of the current fiscal year.

The cuts - which will deepen in the coming years unless Congress acts to reverse them - were included in a 2011 law aimed at reducing the federal government's yawning deficits and controlling the national debt.

But top brass have warned Congress that the cuts will erode military readiness to respond in the future to global tensions, including over the civil war in Syria and Iran's nuclear advances, and as the United States winds down the 11-year-old war in Afghanistan.

The Pentagon slashed costs across the defense department before taking the extraordinary step to put civilian employees on unpaid leave, including cutting back training of troops and reducing the presence U.S. aircraft carriers in the Gulf region.

Hagel warned in a major policy speech last month last month that he had ordered a review that could lead to additional belt-tightening measures, like reducing the number of generals, paring back the civilian workforce and moving to stem spiraling costs of new weapons.

The Pentagon is also urging Congress to move forward with a new round of base closures. Closing domestic military is deeply unpopular with lawmakers due to the damage such cutbacks can cause in local economies.

"SNL's" Seth Meyers has been named as the new "Late Night" host.

"Saturday Night Live" star and head writer Seth Meyers has his next gig set: the host of NBC's "Late Night." The comedian will be taking over the job from current host Jimmy Fallon, whom NBC last month named to succeed Jay Leno as "Tonight Show" host in 2014.

"We think Seth is one of the brightest, most insightful comedy writers and performers of his generation. His years at SNL's ?Weekend Update? desk, not to mention being head writer of the show for many seasons, helped him hone a topical brand of comedy that is perfect for the ?Late Night? franchise,? said Bob Greenblatt, the chairman of NBC Entertainment, in a statement. ?On behalf of Steve Burke, Ted Harbert and Paul Telegdy, we couldn?t be happier that Seth and Jimmy Fallon will be continuing their careers at NBC after growing up in this network's late night legacy."

Of his new job, the Emmy-winning Meyers said in a statement, "I only have to work for Lorne (Michaels) for five more years before I pay him back for the time I totaled his car. 12:30 on NBC has long been incredible real estate. I hope I can do it justice."

Michaels, who is the executive producer of "Late Night With Jimmy Fallon" and has produced numerous seasons of "SNL," will also be working with Meyers on the next iteration of "Late Night."

"Since 1982, there have been three 'Late Night' hosts starting with David Letterman, and Seth couldn?t be in better company," Michaels said in a statement.

A premiere date for "Late Night With Seth Meyers" has not yet been announced.

Gates: No to direct military involvement in Syria

(AP) ? Former Defense Secretary Robert Gates says he thinks direct U.S. intervention in Syria's civil war ? particularly direct military involvement ? would be a mistake.

Gates, who served both President George W. Bush and President Barack Obama, says he oversaw wars that began with quick regime change "and we all know what happened after that."

He asks on CBS' "Face that Nation, "Haven't we learned that when you go to war, the outcomes are unpredictable?"

To those who think intervention might be 'clean" and "neat," Gates says "most wars aren't that way."

He says that if the U.S. were to do anything in Syria, it might be picking opposition groups that the U.S. believes would have some degree of moderation, and providing them with intelligence and basic military equipment.

(AP) ? From Imelda Marcos to Manny Pacquiao, familiar names of Philippine political clans and celebrities dominated the ballots for Monday's congressional and local elections, which will gauge popular support for the president's anti-corruption drive and other reforms.

Despite scattered killings and fears of fraud, the polls were relatively peaceful as soldiers and police secured stations in potentially violent areas. Polling started at 7 a.m. and was to end at 7 p.m. with first results expected in 48 hours.

More than 52 million Filipinos have registered to elect 18,000 officials, including half of the 24-member Senate, nearly 300 members of the House of Representatives and leaders of a Muslim autonomous region in the south, where Islamic insurgents, al-Qaida-linked gunmen and private armies have long been a concern.

The logistical nightmare has been compounded by worries that some of about 80,000 automated counting machines, which are being used for only the second time since the 2010 presidential election, may fail in regions grappling with power outages. About 1,000 portable generators have been transported to problematic areas.

The official election watchdog, Parish Pastoral Council for Responsible Voting, said it has received reports of some breakdowns, including in metropolitan Manila. The supplier said it had expected 200-300 units to malfunction but it had 2,000 replacements on standby.

The outcome will determine the level of support for President Benigno Aquino III's reforms in his remaining three years in office. Aquino has been praised at home and abroad for cracking down on widespread corruption, backing key legislation and concluding an initial peace agreement with Muslim rebels.

But he cannot run for re-election and a choice of his successor, who will be expected to continue on the same reform path, will depend on the new political landscape.

Candidates backed by Aquino are running against a coalition headed by Vice President Jejomar Binay and deposed President Joseph Estrada. Although officially No. 2 in the country, Binay has emerged as the administration's rival and may be positioning himself for the 2016 presidential race.

Among 33 senatorial candidates are two of Aquino's relatives, Binay's neophyte daughter, Estrada's son, a son of the sitting chamber president, a son of a late president, a spouse and children of former senators and there's a possibility that two siblings will be sitting in the same house. Currently, 15 senators have relatives serving in elective positions.

The race for the House is even more of a family affair. Toppled dictator Ferdinand Marcos' widow, the flamboyant 83-year-old Imelda, is expected to keep her seat as a representative for Ilocos Norte province, the husband's birthplace where the locals kept electing the Marcoses despite allegations of corruption and abuse during their long rule. Marcos' daughter, Imee is seeking re-election as governor and the son, Ferdinand "Bongbong" Marcos Jr., is already a senator.

Boxing star and incumbent Rep. Manny Pacquiao is running unopposed and building a dynasty of his own: his brother Rogelio is running to represent his southern district and his wife Jinkee is vying to become vice-governor for Sarangani province.

Estrada, who was ousted in a 2001 "people power" revolt on corruption allegations, is running for mayor of Manila, hoping to capitalize on his movie star popularity, particularly among the poor masses.

Philippine elections have long been dominated by politicians belonging to the same bloodlines. At least 250 political families have monopolized power across the country, although such dynasties are prohibited under the 1987 constitution. Congress ? long controlled by members of powerful clans targeted by the constitutional ban ? has failed to pass the law needed to define and enforce the provision.

"Wherever you go, you see the names of these people since we were kids. It is still them," businessman Martin Tunac, 54, said after voting in Manila. "One of the bad things about political dynasties is they control everything, including business."

School counselor Evelyn Dioquino said that the proliferation of political dynasties was a cultural issue and other candidates stood little chance because clans "have money, so they are the only ones who can afford (to run). Of course, if you have no logistics, you can't run for office."

Critics worry that a single family's stranglehold on different levels of government could stymie checks against abuses and corruption. A widely cited example is the 2009 massacre of 58 people, including 32 media workers, in an ambush blamed on rivalry between powerful clans in southern Maguindanao province.

In the latest violence, gunmen killed five people and wounded two mayoral candidates in separate attacks over the weekend. Last month, gunmen fired on a truck carrying a town mayor and his supporters in southern Lanao del Norte province, killing 13 people including his daughter.

The 125,000-strong military has helped the government in urging candidates to shun violence. An army general took off with his troops aboard two helicopters and dropped leaflets calling for peaceful elections in Masbate, a central province notorious for political killings.

Ana Maria Tabunda from the independent pollster Pulse Asia said that dynasties restrict democracy, but added that past surveys by her organization have shown that most Filipinos are less concerned about the issue than with the benefits and patronage they can receive from particular candidates. Voters also often pick candidates with the most familiar surnames instead of those with the best records, she said.

"It's name recall, like a brand. They go by that," she said.

BOISE: Thousands race for a cure for breast cancer in Boise | Boise ...

Pushed by her husband, Randy, and sporting the medal awarded to survivors, Gayle Towery of Caldwell finishes the 5K portion of Boise?s Susan G. Komen Race for the Cure. She?s in the midst of chemotherapy. ?My hair?s falling out, I don?t have a lot of strength,? she says. ?(But) this is wonderful. High energy ? that this many people would come out.?

? About 12,200 people walked or ran ? or were pushed in wheelchairs ? to participate in Boise?s 15th annual Susan G. Komen Race for the Cure on Saturday along ParkCenter Boulevard.

The number was about 2,500 more than last year, according to Executive Director Hilarie Engle.

?We?re so excited. People are excited," she said.

The 5K and one-mile fun/walk raised $109,000 so far (and donations are accepted through May 31 at komenidaho.org) for awareness, education, early detection of breast cancer, as well as research.

The family of Ilene Tonkin, who died in 1994, was among the participants. Ilene?s daughters now bring their own children in memory of their grandmother.

?Especially (to see)?the survivors, to see how far they?ve come,? says Katie Thompson, one of Ilene?s daughters, still getting emotional. ?The treatment has improved since 1994 ? and the support. It seems my mom didn?t have this kind of support. It?s awesome.?
